Handling of Noncredit with Education Value Measures (EVMs)

Background

ISIS went into production in the spring 1984 semester without noncredit processing. Partial noncredit processing was integrated into ISIS when the NCRR (Non-Credit Records and Registration) subsystem was developed in 1995; however, the full functionality needed to address the needs of noncredit offerings was never built into NCRR. The missing functionality within ISIS/NCRR was the reason that Outreach and Online Education developed their own system for noncredit processing in 2005, and recently updated their system to a new vended solution, Destiny One, to continue to service to the noncredit community that currently uses their system.

Issue

NCRR was put into production to automate section setup, registrations, financials and the issuance of transcripts for noncredit offerings. Since then, an average of about 3,000 noncredit sections are run within this subsystem each academic year.

Once LionPATH is fully implemented, NCRR will be retired along with ISIS. A decision needs to be made to address system needs for noncredit offerings at that time.

Decision

Penn State will draw a line between courses that carry EVMs and those that don’t. EVMs are the noncredit equivalent of academic credits. Other more specific acronyms for specific types of EVMs include CEUs (Continuing Education Units) and CLE (Continuing Legal Education). Campus Solutions will be the repository, or system of record, for all noncredit courses that carry EVMs. For those current units using NCRR, Destiny One can provide functionality and a repository for section setup, registrations, and financials for those noncredit offerings, and will be the system of record for offerings without EVMs offered through Destiny One.

Again, for those current units using NCRR, their noncredit section setup, registrations, and financial processing can occur in Destiny One, which is already a key repository for this data. Enrollment information for only those noncredit offerings with EVMs, regardless of type (e.g. course, camp, conference), will be migrated to Campus Solutions. Noncredit enrollments in offerings without EVMs would not be migrated to PeopleSoft. Offerings with EVMs from Destiny One will move into Campus Solutions to allow creation of the noncredit transcript.
